Who made this T2 band?

I would not speculate on a manufacturer. From my small sample of original five million block Inlands, I have 5.2, three 5.3 and a 5.4 with the double slash. So off hand, I would say a double slash on a 4.9 seems early.
Any type 2 band on a early 4.92 seems a little early.
However, if I had a contract to make a new band type, and the prime contractor was screaming for them, After I made the first few hundred/thousand, I would send them to be sure there was not an unforeseen problem with them, before I made 50,000 or 100,000 of them. I would want to know early on.
I would check the barrel for the parkerizing trace of a type 2 band, wider than a type 1 band. If it is there, It is original.
And guys, I have seen three types of slash marks. There is the double slash, the single slash and the half slash. The half slash is common on IBM carbines and to many, an unknown variant. And some times the single slash can be rotated. Maybe not another variant but made on Mondays.

The marks are very slightly angled, not vertical, but just a couple of degrees. I'm sure it's not an unintentional mark and I've seen a few others over the years - always Type II. In fact I thought at one time maybe it was a literal 'II'. But I don't think so. It's a maker's mark like the 45 degree slash.

I saw this on the CMP auction { I really needed that stock } anyhow look at the band on this 5,3 Inland. The surface is much more grainy un-like the OP's which appears to be smooth, so I'm guessing different manufactures.

Yes, I like that one too! - also the buttplate. I wonder if the Type 2 band has left a mark, and how much that would hurt the value?

Yes, it's a completely different manufacturer which has nothing to do with a double-slash band.

Here are the company's that made bands for Inland according to WWB1 Seymour Products Co , Seymour Smith & Sons, American Swiss Co , Union Hardware Co, The markings for these four is unknown. At least at the time it was written.

Seymour Products Co also made bands for Rockola

Maybe this Co. made bands for both and TRIED to mark them differently and ship to the appropriate MFG. But things got mixed up.. My best guess.

Does yours have that Triangle Marking on the other side like the one posted ?

That other one was not a double-slash band. The triangle mark is the maker's mark. These double-slash bands have only the double slash.
