I made a similar device with a block of wood fitted inside of a regular 8-round clip, I used it for dry firing the rifle M1 rather than have to unlock the operating rod handle each time I pulled it too far to the rear. Also useful for practicing sustained fire if you have a coach available to push the operating rod handle for you. Never saw this particular device before but the groove on both ends is a sure sign it was a range practice device, I don't think intended for single loading as it would be awkward to load a round with the bolt closed, which this device would cause.
