Good morning Aragon. You have to put it over the front sight, straddle it actually, and get the screw opposite to the direction you need to shift the blade. Then just tighten as much as needed. It is a very common system, nothing really exotic. But it it made for the '91 specifically, so it fits perfectly and does a very fine job.
