What is this WWII German 9MM ammunition and who was it for?

I have been searching the net for information on this box of ammunition. The headstamp is dnh and a WWII date, I think 43 or 44. I know dnh is the headstamp for RWS.

I can't find anything definitive about what exactly this ammunition is (or who it was for) or what it is worth.

You can't tell in this picture but the box is a pale blue.

Below are the only two bits of info I found online:

    https://forum.cartridgecollectors.or...ormation/16729

    http://landofborchardt.com/ammo.html

If you scroll down to Germanicon Commercial Luger Ammunition and select Cal 9MM Gansmantel-Geschoss it also has a picture and a similar description.

It's referred to "as packaged is exceptionally rare" but not really quantified. The links also speculate that while this is wartime ammunition, it was not likely for the German military.

Anybody familiar with this box of ammo?

    Thanks.

You have to remember that just about all government agencies in Germanicon carried handguns of one kind or another. Police, Firemen, Postal workers, Air raid wardens just to name a few and none were under Army control and were not issued any Army weapons. They could get the same ones but it had to be purchased by their agency. 32 autos, 380's and 9mm were all over the country. I think your box of ammo falls into this category.

Not sure if matters, but Captain Obvious (reporting for duty) reports that 'ganzmantel' refers to 'full metal jacket', hence as Bruce mentions, originally military contract production packaged for other consumers?
