Picture shown translates to... The B-Gendarmerie: soldiers of the first hour of the later Austrian Armed Forces.

    Also...
Although the first attempts to establish their own Austrian forces had failed after the end of the Second World War in the intervention of the Allied Council, the idea of creating their own army was never fully abandoned. However, the independence of Austriaicon was made dependent on Austria's renewed rearmament by the Western Allies.

Austria should be able to vigorously counter any threats of internal and external political nature. Since the reaction of the Sovieticon occupation power could not be estimated, attempts were made initially to create a kind of standby - within the framework of the already existing Federal Army - a provisional outcome. These "alarm battalions", which were first created only in the parts of Austria occupied by the three Western powers, were largely equipped with American and Britishicon equipment, weapons, and vehicles.

Ah well, that's what comes of me believing what I read in Wikipedia!

    Allied-occupied Austria - Wikipedia

There's references to the rearming being done in secret at first and the manpower being recruited from ex Germanicon forces and right wing nationalist party members.
