    Can identify this tool

I found this tool in my uncles house. It doesn't have a letters or numbers on it. When you squeeze the grip the front lowers a bit. My guess is an intta comopnay tool to do some job, but not to be resold.

Anyone have an idea what it might be?

    Jim
