This is an interesting photo.
Visible: background - multiple barrage balloons, straight roadways, palm trees, telegraph (aka telephone) poles, 'houses' and what appears to be farmland with at least one water sprayer; foreground - camouflage netting, gun emplacement with what appears to be a fake field gun, soldier - tropical/warm climate, starched and pressed uniform, empty ammunition pouches and a very bored look.
My guess, stateside garrison duty, possibly coastal Southern California, circa 1942 -43.
