I think it's an '03, just a hint of the accursed Battle Sight looming there; and I don't see a receiver sight.
Why accursed, well I think this guy said it best:

Current GCA Journal is scheduled to run an article on a battlefield pickup from the Buna battle. It's a 59ooo serial with a 7-40 barrel, a scarce area. We might have to bump it for space reasons, but it will likely appear in Winter if we do.
