Correct. It is an Otis weapons cleaning kit for the US Military. My kit does not have the bi-pod or mono-pod. Man I was cheated!

Do not know the cost. Received mine as a Christmas gift from an old shooting buddy.
Side note. When they issued the M14EMR it came with a hand sized Otis cleaning kit.
