Inland 2 Rivet to 4 Rivet Handguard Changeover

Do War Baby!, the Carbine Collectors Club newsletters and other sources agree with Riesch that Inland made the changeover from the 2 rivet to the 4 rivet handguard somewhere around the 5,500,000 serial number range?
I know the former are more accurate and I'm still working on the gaps in the private library.
