It probably doesn't matter as it was either a stop gap towards the picitinni rail, training towards S&B conversion or to replace a stolen Unertl.
It's a Leopold varix3 either a 4-12x or (more likely) 4.5-14x

Was the Cadex Pic rail made exclusively for the DND, or is it COTS?

I would suggest the Cadex rail is not a COTS item, but doubt it would be controlled.
I understand it to be aluminum...
You could just buy the Ken Farrell base which is COTS (and steel), but doesn't have the recoil bar.
