Wilson's action does not surprise me one bit. TR's action does.

Roosevelt (Teddy) was an odd duck -- I've read Morris' "Theodore Rex" which is not, IIRC, the best bio out there.
Roosevelt combined fierce & consistent racism with an equally fierce idea that everyone should get a fair shake. So he could express his absolute conviction that the only people fit to rule the world were pale-skinned Northern European males -- then put the South in an uproar because he invited Booker T. Washington to a formal dinner. After he left the Presidency he attended some public event where a speaker made the comment that a group of African-Americans who had just been killed in a race riot "had it coming --" TR got up out of his chair, charged the stage, and told the speaker to repent else be thrashed.
I wonder how many of our modern liberals would do the same.
