According to Backbone of the Wehrmacht, the change to the longer cleaning rod was announced in the March 10, 1939 edition of Heeres Verordnungsblatt.

To tell what length cleaning rod a stock uses, look for the nut that the rod screws into. The shorter 250 mm cleaning rod screws into a nut set into the stock at the level of the lower band, and it is visible on the outside of the stock after the lower band is removed. The longer 320 mm cleaning rod screws into a nut set into the stock farther back, and it is visible on the inside of the stock.
