We pay well over $220/month for our Bell ExpressVu Satellite TV (similar to Direct TV in U.S.) and DSL (supposedly 8 megabit/sec) high speed Internet service.

They may be upgrading from "copper" to "optical" on your cable, which is what they did in our old neighborhood when we used cable TV Internet access and the speed did get better.
