I think they're a Broad arrows, but ...

The Canadian Broad Arrow was within a "C", denoting Canada.

After a bit more research the stamps look most like Australian acceptance stamps on webbing and clothing. Did Australian airborne forces use the rifle valise - presumably for the SMLE?
