    Do you need to go through a FFL on buyers end to ship a black powder musket to an individual? Thanks in advance. David

    Muzzle loaders, antique or new made, are exempt from federal regulations. Cartridge arms have to be pre 1899 to be exempt. Local regulations may regulate transfer or ownership.
