    Thread too coarse, no graduations and the angle of the leg means that it'd slip off the whatever as soon as you tightened up the lead screw.

    I think it's something medical. For vasectomies is my guess!

    Looks like a beam clamp to me, down here in Florida, we use, what looks like that, to hang wire runs from roof beams.
    Maybe its multi purpose tool.
