It is a DRILL PURPOSE barrel. That is not suitable for live ammunition any more.
Better if you BUY the books I think. I say this because that way, the author, like me, makes a profit!

Tell your friend that the carrying handle is NOT used in the 'out' position for firing from the waist. This is false. It is 'out' for use in the anti-aircraft role only.

Yes. The weld can be improved.
First it must be totally clean. Drill or cut into any holes or gaps so there is only clean metal. Then put copper behind so the weld does not run into the receiver. TIG or MIG weld a small area and let it cool. Then weld another small area and let cool. Do not try to go fast. Take your time. If the receiver gets too hot it could warp (bend from the heat).
What is next to the truck? Is it a Universal Carrier?

I remember those old PYRENE fire extinguishers. Filled with Carbon tetrachloride (CTC) as I seem to recall. The scaremongers used to tell us that if you sprayed the CTC onto hot steel it'd turn into mustard gas - or something even deadlier! In fact the wind from 'winker' Wainwrights ar......., er....., bottom was probably deadlier than mustard gas!
