I doubt it, and here's why:

Rim diameter ------------------ 11.41 ----- 12.08
P1 powder chamber diameter 11.41 --- 11.45
(not much chance of the Arisaka extractor holding the Carcano case)
L1 (length to shoulder -------- 41.20 ---- 38.92
L2 (length to start of neck) -- 44.96 ---- 43.40
L3 (case length) --------------- 52.50 ---- 51.00
Arisaka chambers may be loose, but not that loose!
Basically, the Arisaka cartridge is shorter and fatter than the Carcano.

There are some pretty expensive Japanese examples ($15++), but you'd be better off making some of your own.
If you plan to do a lot of dry firing with your rifle, go ahead an get a proper snap cap for it. A fired case or pencil eraser simply doesn't make an adequate snap cap for a rifle.
