Those programs only run when the user chooses to run them. CCleaner will run in the background if allowed to add itself to the startup menu, but can always be turned off through its own start menu edit (useful feature in itself) or Task Manager, which is a program you always want to have added to your Task Bar (bottom of the screen for most of us) for ready access.

I'd suggest anyone using Windows give CCleaner or Bleachbit a try; you'll probably be amazed at the amount of junk and tracking cookies etc. they remove.

CCleaner has been around long enough that its program code is well known, if not open source, and so I wouldn't have any concerns about it. If one does have concerns the simple answer is don't install their updates, they're not really needed anyway.

Bleachbit is a bit less well-established, but their code is open source so I'm pretty confident of them.

McAfee also has a pretty good "cleaner" utility built in, but with much less user control over what is deleted and what is not. One very good feature of McAfee is their Traffic Controller which allows you to control all in and outbound "packets". This is where you see who is trying to "phone home" and can allow or block as you see fit.

The data accumulated by tracking us around the Net is very valuable stuff and even McAfee is harvesting and probably selling it, judging by the number of their component programs that try to "phone home" on a regular basis.

IE and Chrome I avoid like the plague: Firefox only for me.

While we're on the subject of freeware, I'd suggest Faststone Image Viewer and Faststone Photo Resizer for editing and batch converting/renaming photos. In general very well thought out programs with almost all the features of the big brand names and MUCH easier to use.

“There are invisible rulers who control the destinies of millions. It is not generally realized to what extent the words and actions of our most influential public men are dictated by shrewd persons operating behind the scenes.”

Much changes, much remains the same.
