We know you're not right because the mark is found on Inland receivers that never had adjustable sights on them.

I wasn't clear at all. My meaning was, what if the punch mark was used to tighten up ANY sight in the receiver dovetail, including the original? Reasons for this being necessary might be related to a temporary problem in machining the dovetail during manufacture or a run of slightly small sight bases. However, that is pure speculation.
