Being outside lubricated, 22LR residue will always build up. Need to clean every now and then.
Were I you, I would cut the mag off flush, close up bottom. If it still has the original blade leaf, break off the bottom one. Makes a 4/5 shot mag. leaves a clean looking rifle.

The most important part of an SMG is the magazine. All else falls into place if the magazine works reliably.

These body covers were usually machined to spec for optic sights and fit tighter than the normal ones. Not rare but not common either.
Lubricated ones work best. Keeps dust out of the Browning co-ax.
The blanks are the cause of the problem. Start the solution there.
