Drill rifles are still considered firearms, which is why CMP
has you go through the same procedure as for any other rifle. Although CMP warns that drill rifles should be considered unsafe to fire, many ARE safe to fire, & many CAN easily be modified so that they will function. The spot weld where the barrel meets the receiver is only intended to discourage amateurs from removing the barrel, & most do not have a plugged barrel. Even those with a plugged barrel can easily be cleared.
In order to make your rifle a "non gun", you would need to trisect the receiver, with the removal of metal at both cuts. It would not look very good for "display" purposes.
