I think the british did use some kind of paint on their rifles at some point. You might try asking on the LEE enfield forum.

"Suncorite" is an enamel paint put over the original parkerizing and baked on at a temerature to help preserve to original finish. If it's the original, it will be tough. If it was put on from a spray can (stove paint) in recent years it will come off quite easily.

I intend to leave it alone, until and unless I am convinced that it is some sprayed on stove paint.
