and the War Office dated 1910-1911 about the new Mk7 bullet.

The urgency to obtain the specifications of the MkVII cartridge is probably to do with the fact that Sir Charles Ross was working on his new M1910 action around this time and that might also explain the extra copies of the specifications that were requested.
