Looks like a small photo that was enlarged too far... you can't pump up a small pic, I know that from editing the GCA

I have seen a few beach landing shots with the men adorned with white sun block.

Probably zinc cream. I think they used it in WWII not only as sun block but to prevent flash burns (from explosions) on exposed skin. I remember seeing pictures of RAN/RN ratings in the 'Med' wearing it at Action Stations.
