Not too surprising.
I remember at a 300m shooting competition I was having problems sighting in a club rifle. Was driving me crazy until the markers in the butts radioed that all my bullets were key-holing.
Then I raised the sights a considerable amount until I was rewarded with nice clean holes in the center of the target.
My first rounds were grazing the top of the target bunkers then impacting the target sideways.

Whoever used that rifle before me must have been using a centerhold as his aimpoint whereas I used a sub 6 Black hold with the post front sight. That rifle did not have a front ring sight.

We brought our own target frames to that particular range and they were a bit shorter than what that range used and needed. Bottom of target frames slightly below line of sight from 300m position.
