they all look like rejected rail road ties when you get them but they do refinish okay...

I understand the Yugo
stocks are mostly Elm with some Birch. Yours appear to be the Elm variety.

Here are some Yugo
elm stocks that are not rough as you describe. The 1st especially and to a lesser degree the 2nd I consider quite attractive. They are not sanded nor refinished and never a splinter from any of them. I only heat extracted cosmo followed by a solvent wash. Then rubbed in a couple coats of oil which is the officially designated finish/maintenance material for Yugo stocks.
