Were the really used..........
......for surveying, mounted on a transit? Or did someone put that together? If made for that use, why is the scope mounted at an angle instead of level?

Emri i can only speculate and suggest a couple of possibililities:
W-S was a manufacturer of precision tools and instruments like surveyors transits. I supoose its possible they might have converted some excess rifle scopes to this application. I think its unlikely.
More likely (IMO) its a one off conversion of a surplus scope. Somewhere I believe I saw a an old ad, dating to the 30's, where these scopes could be had for about $7.50 thru the mail.
