Garand disposal outside the DCM?

Is it known if the DoD ever disposed of surplus M1s to the civilian population by means other than the DCM/CMP?

Long ago on the old M1/M14 Yahoo group, I was told by one poster that the Army had sold a large lot of surplus National Guard M1s to civilian dealers in the late 80s or early 90s (the only time I've ever heard such a claim). Also, many years ago at a D-Day reenactment in Chicago, one of the reenactors claimed that, in the early 60s, it was possible to go to Rock Island Arsenal and purchase an M1 for $100...he claimed they'd even let a buyer choose it off the rack. (Again, the only time I've heard such a claim.)

I know these tales could be BS, but it'd be interesting to know for sure.

I remember that last few years I was in the Air Guard before I retired, they were slowly offering Surplus weapons to Guardsmen at low prices. I got a S&W Victory Model for $50.00. Don't remember any Garands or Carbines but, that might have happened after I retired in 90. I remember when I first came out of the Regulars into the Air guard, my Unit was still using Carbines and air-cooled .30s and .50s. This was late 70.

There was also a traded-in program (details were published in the American Rifleman) where you could trade an unserviceable M1 receiver for a barrel action from Rock Island. The M1 barrel & receiver group (stock number 1005-00-653-5448) cost $14.00 plus administrative charge $4.50 and shipping $4.14 total was $22.73. These were shipped to your address during 1975-76. Some of these barreled actions were from 1941 and looked new

In my younger years back in the late 60's, Service Armament in NJ had racks of M-1's, Carbines and other rmilsurps in their back room for decent prices. NO DCM involvement to purchase.
