Looks like the original holes for the screws pad on the rear pad were plugged and then someone decided to drill some new 
Have the screw holes been filled with weld, or are they just ground off screws.
Much easier to restore if they are ground off screws.

							The only original part you're left to re-start with is a butchered and linished body.  Everything else is scrap - or crap, depending on your point of view.  Even if you resurrected the original holes (and if they're welded up, don't even bother trying is my opinion.......) there's only the remotest chance in hell that the repop pad holes will align correctly.
If it was me, I'd use that serial number on another BSA 194X  barrelled action, then start again to make a clone.  At least you know how to do it properly if you follow the bible.  Then bead blast, phosphate and paint.  Then, at least, if a book of No4 serial numbers ever surfaces, it'll be 'original'.

							I hear what you're saying JM and Surpmil but if the screw holes are welded up, then from the engineering point of view, I'd say that it was beyond redemption.  Once your tap breaks into original threads through and into dissimilar unknown hardnesses and all that..........  If another was cloned and the original destroyed then the evidence is destroyed along with it..... no?  Naughty, yes but you could call it a true victimless 'crime'. 							OK, saved it, processed it, repaired a few pixels and fiddled in general.
 The best I can make out from a bad picture, is that they are cut off screws reground.
