Need help identifying a coat

Some time ago I came across this photo online: and I have since been trying to identify the coat he is wearing. I did some searching online, for military parkas, trench coats, etc. and couldn't find one that quite matched. I figured it may not be a military coat, but in case it was, I wanted to try asking around on some forums. I would really appreciate it if someone could help me out! Thanks!

It's a parka of some sort, recent vintage as it has velcro. Does not appear to be US. Looks to be military.
