I have a similar rifle with serial N1767, I was told by the previous owner that it was part of a batch of about 50 rifles hand assembled[new parts] for Service Rifle competition in the early 1960`s,my one was used in the NZ
Navy, don`t know who or where they were assembled. There is another similar rifle here in NZ. All the woodwork of mine is matching, hand numbered in pencil. Stuart.

Maybe Naval issue, both "Surrey" and "Stuart" are names of ships.

The "Surrey", "Suffolk" and "Sussex" conversions were low-budget sporterizations of No.1 and No.4 Rifles made up in the 1950s and perhaps 60s. I always thought they were done by Parker Hale, but perhaps not?
“There are invisible rulers who control the destinies of millions. It is not generally realized to what extent the words and actions of our most influential public men are dictated by shrewd persons operating behind the scenes.”
Edward Bernays, 1928
Much changes, much remains the same.
