Odd stock cartouches and upper hanguard slot

Hello new friends, I recently joined today because I love MILSURP collecting and brought with me two questions about an Inland 8-43 carbine i recently acquired.

It has two very odd cartouche markings flanking the US acceptance mark.
Upside down they look like TFA in a circle and ARB in a circle, but I have no idea.
I have the "wartime" 8th edition and it makes no mention of them.

The other odd thing is a slot cut in the upper handguard 2 3/4 long and 1/2 wide at the front.
There are also two circular impressions on it on the left side, but not on the right.
I am thinking maybe a vertical grip for night vision before they made the M3 full factory model?

I've seen these before....somewhere, but I can't remember where.Seems like they belonged to some federal agencies but I can't remember which ones. TVA was one of the agencies that received carbines (TVA) .

Pretty sure that TVA specific ones had a tag affixed to the stock with two fasteners that would leave a hole on the stock somewhere when removed. I realize you aren't saying this is a TVA one.

Right Ten, but there were many other agencies that received carbines as well as police organizations and veteran's groups. I know I've seen those kinds of markings before, but I just can't remember where.....

No one in their right mind wants that either.

But that is OK. I have heard many equally foolish things said over the internet....ie...

The internet abounds with foolish advice like this.

This left me shaking my head back at you all for seeing nothing wrong with it.
What, you don't get enough robocalls, SPAM, and junk mail as it is?
I have also been stalked twice by internet psychos.
One was handed a six years sentence and the other is in a wheelchair, though not of my doing, but directly related to his stalking.

Yet you think I am stupid for wanting to keep my private information private from psychos like these?
