On most firearms there is an extractor AND an ejector.
The extractor extracts the spent shell from the chamber.
The ejector will eject the empty shell out of the firearm.
It’s possible you’re missing the ejector or the spring that powers the ejector.

This happens even if you don't have a scope. The trick is to tilt the rifle as you pull the bolt back and maybe pull a little less vigorously. Though I'm not sure how well that will work for a scope.

Uh, no.
Two answers that don't address the issue.
K-31s eject almost straight up. As do 1889 and 96-11s. I have no problem with any of them that have no scope mounts. This rifle extracts & ejects just fine except the empty hits the mount and drops back into the action.
My other K-31 has the Swiss
Products offset mount, again, no problems.

the main problem is the user.

Uh, no, the real problem is people who DNS
about K-31s but just HAVE TO run their pie holes.

Mr. Humble, you might consider posting a more detailed picture of the bolt face and action to get a better informed answer.
