North Korean prisoners obviously, demonstrating that the regime kept tight control over them in the camps, just as the Nazis in the POW camps in England
and N.A. kept control over their flocks.
Apparently our side either didn't bother trying to break that control in the Korean case, or chose not to.
The number of particularly American MIA's who were simply abandoned by their government after the Korean war is quite extraordinary. Solzhenitsyn wrote about them showing up in the Gulags not long after.

“There are invisible rulers who control the destinies of millions. It is not generally realized to what extent the words and actions of our most influential public men are dictated by shrewd persons operating behind the scenes.”
Edward Bernays, 1928
