I have some Norinco ammo which the bullet diameter is .311

With more than 100 Chinese arsenals producing the sks over a 40-50 year stretch , the answer will vary. But I think the .309-.311 is the range bore diameter on new production sks variants.

Your best bet is to slug the barrel.
