Postal Meter Rebuild Stamp

Picked up a Postal Meter at our local gun show today. It has high wood with a rebuild stamp A A R in a rectangle. I believe this is Augusta Arsenal and R is the inspector. Can anyone confirm this, or if I'm totally wrong please straighten me out. I've been wrong before.
