Answer: It is called a "Dip Stick". Used by American M14/M1A Service Rifle Shooters to double check the loading of magazines for the rapid fire stages. Usually loaded the mags with 2 rounds for the first mag and 8 rounds on the second mag. Was a double check that you had the mags loaded correctly. M14 mags do not have witness holes so this was a handy item. Do not know what the current M16/AR15 Service Rifle shooters use.
