Might be Marines, early World War II. Interesting that both the Marines and Army wore camoflage outfits (aka "frogskin").
The soldier/Marine with the '03; you can see his dungarees just above the shirt collar.

I agree it looks early. Both those stcoks are nice wood, nice looking slings also. The gloves are interesting. They seem to be wearing different types. They look like it would be awkward shooting with them on.....Frank
