Remington 40X - D&Ted?

See a USMC Remington 40x on GB. Looks like the receiver is D&Ted. Did Remington D&T the USMC contract rifles or is this something done by Bubba?

I believe all the 40X rifles were drilled and tapped from the factory. I have a USMC property marked 40X as well and it is drilled and tapped as received from the CMP.
