    Can anyone tell me, in plain english, why a non-FFL holder cannot ship a complete gun to an FFL licensed dealer for transfer? I don't get it, a non license holder can sell, trade or pawn a firearm to a licensed dealer who can then turn around and trade or sell it to another non license holder. Is this not the same as a transfer,either way the dealer has to enter the gun in his books as to who it came from and to whom it went? Is there a KNOWLEDGEABLE FFL holder out there that would be able to shed some light on the subject cause to me it makes 'bout as much sense as having a screen door on a submarine.

    You can. You must recieve a copy of the FFL from the dealer, for yourself, and ONLY ship to the address shown on it. That said, many dealers don't want to accept firearms from non-licensed persons. If a dealer doesn't know who you are, they might not want to send you a copy of their FFL. If a dealer (FFL) accepts your firearm, they must have a record, i.e.- photo copy of driving license, of who you are and where you reside.

    This whole transfer business has been so frustrating that i will never attempt it again. When and if i finally get hold of this rifle I'm going to check into obtaining a C&R license.
