On the 03A3 the steel ring in front of the receiver that goes over the barrel and slides over the forearm to keep it tight onto the barrel is called what? Does anyone know where i could get this part? thank-you for any help you can give me on this matter.

It is called a Receiver Ring, or to be more precise a barrel guard ring according to the TM 9-1270 Manual of 1944. For only the 1903A3 and 1903A4.
You can get them at Sarco http://e-sarcoinc.com/index.aspx or Numrich Gun Parts Corporation http://www.gunpartscorp.com/default.aspx

    Cheers Tom

If, as you describe, the ring keeps the handguard tight on the barrel, you have a problem. These things are fun, but can be even more fun if you take the time to learn how they work. Try a book (or several).
