My guess is that it's for an M1-C. Probably a knockoff with a blank base so it could be fitted to a scopeless rifle.
Hmmmm I know its old by the finish. It is stamped Griffin and Howe inc. Could it be a piece that was surplus and never mounted? NOS
I really don't know, I never cared much for the M1-C's and D's (or anything else with an off-set scope) so I never bothered to learn much about them. I would think that the base would have the holes drilled during manufacture and the rifle would be match drilled during conversion but as I said I really don't know. I do know there's some repro bases for various rifles out there that have no holes so it can be reverse engineered to fit the gun so maybe the mount is genuine and has a repro base. I'm fairly certain it's for an M1-C but you should post it in the Garand forum where more knowledgeable folks are bound to see it and will give you a better idea of what it is and if it's real or fake.

looks like a commercial Griffin and Howe side mount, It predated WWII and is still offered today.
What is the diameter of the rings? An original M1c mount would have 7/8" rings to accomodate the M73, M81, M82 or M84 Scopes, I believe the finish would be parked.
