PE Scopes and Top Reciever mount, Ukraine???

Are the PE scope and Top Reciever mount sets for sale online from the Ukraine originals or fake?

I know there are a lot of reproduction PU scopes but what about the PE scopes from Eastern Europe?

See one sell on Ebay for about $435??? Are they real?
