It is a german "Luftschutzhelm" that has lost it's wide rim!

The Reichsluftschutzbund was a paramilitary organisation of the Nazis that had as mission air protection, mainly search and recue and managemnet of the air raid shelters, but also manning flak batteries.

Looks to me like it has been taken as a souvenir by a member of the US 1st Army. The names recorded on the painted sections reflect their journey from England to Germany.
