Then it would be an Enforcer with a long barrel. Not in my state.

As long as the OAL is greater than 26 " , yes. If shorter , no. NFA federal rules , your state rules may vary.

OL length is 27 inches if you include pistol grip... Just called ATF and their not sure either.

Welcome to milsurps.com! Great place, great people! The best!

It is very unlikely you will get a 100% or definitive answer from either BATF&E or DOJ. Overall length is a real good place to start.

    Thanks Bill,
I have found that to be the case. Seems they don't want to answer my question.... I have drawn my own conclusion and feel confident it would be legal.
    Thanks Scott

Even ATF will tell you that verbal information from an employee cannot be relied upon. You could have requested an opinion letter, but most answers can be found with a little homework.

See Federal Firearms Regulations Reference Guide (ATF P5300.4) page 77. A National Firearms Act "firearm" includes "a weapon made from a rifle if such weapon as modified has an overall length of less than 26" or a barrel or barrels of less than 16" in length". (It would be an SBR - a Short Barrelled Rifle.)

I assume that you know that the fellas with the bulges in the cheap suits measure barrel length with a dowel dropped down the bore with the action closed.
