Need help identifying these tools

First is a M1 carbine hammer spring remove / install tool.
2nd I don't know.

Thanks Chris. I have a vague recollection on the second one. The spring arms with the holes are spread apart to hold some part that fits in the hole in each arm while it is being inserted somewhere. You'd think I would remember what I bought it for......
