What's involved in buying a barrel in the UK (PArker Hale M85)

    Two part question;

    1) What is involved for a UKicon resident to purchase a barrel (M85) from a UK dealer/shop (Norman Clark). This dealer does not export.

    2) What is involved for the purchaser to reseller/export the barrel to an individual in USAicon/Canadaicon.

Sure folks would like to know the process for buying parts like barrels and bolts from UKicon companies like Norman Clark. They seem to be the only folks with a Parker Hale hoard. If there are others would be great to share that info.

It is an absolute doddle, believe me. But the dealers are all(?) a bit wary of the paperwork and the........... and the........... and getting out of the comfort zone into the 'too difficult' box'. Once they've done it a few times, it's like falling off a log - or riding a bike. Same goes for importing............

As Peter says - its 'easy' for Registered Firearms Dealers (RFD's) its just a matter of 'willingness' to obtain the export licence and to actually export.

For an 'individual' it is much more difficult and i think the following would be the process :

    1) Apply to the Policefor permission to purchase barrel / bolt - wait 6 weeks for the variation to be added to your licence (if permission granted)
    2) Buy barrell from Norman Clarke, but as a 'private individual' cannot receive gun parts by either post or courier, Norman Clarke will have to ship to your local dealer (RFD).
    3) Your local delaer enters it onto his 'book' (and charges you for the priviledge)
    4) You go to your local dealer, and he takes it 'off his book' and puts it onto your licence. The RFD writes to the Police to inform them that he has 'sold' you a barrel, serial number etc etc.
    5) You take it home and you write to the Police to inform them you have acquired a barrel - serial number etc etc

    Now to sell it 'abroard'

When I sold an Enforcer to Canadaicon I had to write to the Police and ask for written permission to have it shipped outside of the UKicon . This is not an export licence but something additional.

As an individual I didnt seem to be able to get an export licence (or maybe I gave up too easily), so I had to find an RFD who had an export licence, I then had to package up the rifle and take it to my local RFD (and for a charge) he would enter it onto his book and ship it to the exporting RFD, who then could export it.
I then had to notify the Police that I had shipped / sold the rifle to my local RFD, with the final destination / address of the individual buying it.

    So pretty complicated.

A UK RFD, such as Norman Clarke can just ship it to any Exporting RFD if they do not want to ship themselves. without all the hassle that an 'individual' has

    Edit to add :
Just rembered that in order to be granted permission to buy the barrel (as in #1) you must provide 'justification' and 'good reason'. Stating 'I want to buy it for a friend' would be unlikely to be accepted, if you said it was to replace a worn barrel I believe they would expect to then see evidence of the original being destroyed ('sold' to an RFD)

Maybe a UK RFD who is also an FAC holder could confirm ?

Mine are not the best, but they are not too bad. I can think of lots of Enfields I'd rather have but instead of constantly striving for more, sometimes it's good to be satisfied with what one has...

A simple question: why? What does an individual exporting a firearm have to do with the police?

I called them and asked what was the process to export a firearm, and explained that I was in fact shipping it to a UKicon RFD who was a licensed exporter.

I could'nt understand it either but it 'eased' the process rather than arguing / questioning for weeks / months.
They wrote and told me I could sell it, they then issued a 'temporary' FAC with that rifle on it and no allowances for any ammunition of other firearms, (and removed the rifle from my original FAC). The 'temporary' FAC was then returned to them when the rifle was shipped.

So another case of the police making it up as they go along and thus acting ultra vires.

And another example of the futility of asking the police about the law and expecting a correct answer.

Wow, here in NZicon we buy bolt action parts like barrels freely and easily no real paperwork needed. I can even import bolt action parts, no issues. For a new receiver though my AO (Police Arms Officer) advised me to get a free import licence just to keep the customs happy (as they are not very bright). Semi-autos are different, then I need to be prepared for a rectal examination.

Just talking to someone else on the forum about this very same thing yesterday. Norman Clarkes have stock of both steel and stainless steel barrels. They proof and give you what ever color barrel you desire.
As previously mentioned by Alan and Peter, all very straight forward in export of specific parts like the barrel and bolt.
Give them a ring and discuss your requirements they'll do the rest.
