Well, Winchester DID make Garands...

#179 and this one both show winchesters. Did we drop winchesters to the resistance?

There were contracts to them. If you noticed the swivels in the other pic, there were a number used by Cavalry in some Spanish speaking country and they had a special order. There were also some '92s converted to .45 ACP for others. Always wanted one of those, but don't know exactly how well they worked. Yes, these were everywhere...but I think that came from Winchester themselves.
